Are Car/Automobile Accessories a Negotiable Price anytime after a car purchase?

I bought a vehicle in March ‘09 (it’s now October ‘09).
I am aware that items can be added at the time of the car’s purchase at a discount or to sweeten the deal.
But I was wanting to purchase some accessories specific to the vehicle, so I am needing to purchase through a dealership’s parts department.
Can their prices be haggled? Are the ‘official’ car accessories a fixed price at any dealership?

I am looking into the new 2008 BMW 135i. But I’m a little confused with the steptronic transmission. With the steptronic transmission option, is the car at all like a manual car (i.e clutch, manual shifting without using the steering wheel)? My friend had a 2003 BMW 330Li that was an automatic, but had the Tiptronic so he COULD shift manually if he wanted to. Is the new BMW 135i going to be an automatic first, manual second? I want a standard manual car with the OPTION to use the steering wheel to shift (without the clutch), but I want it to be a manual car First. And what is the difference between Tiptronic and Steptronic? Thanks.
Just wondering what the difference between the BMW series are, is it that a series 7 is better than a series 1, and what sort of difference are we talking about?
I’m looking to buy one, please keep in mind I have owned a 2001 BMW 7 series so I know a little something about them but was just concerned about the M/// Division because of the high performance parts.
